Our dependence on foreign oil by 57% of the energy security situation is grim

Chinas State Council Information Office on the 24th issued " China s energy policy ," the White Paper said that in recent years , China s dependence on foreign energy rising rapidly, especially dependence on foreign oil increased from 32% at the beginning of this century to the current 57%.
The White Paper refers to China s oil security risk maritime transport increased cross-border operation of oil and gas pipeline safety issues can not be ignored . Price fluctuations in the international energy market to protect domestic energy supply increased difficulty . Chinese energy reserves smaller , relatively weak emergency response capabilities , energy security situation is grim.
In addition to energy security , today released a white paper also analyzes the four other issues facing the development of Chinas energy .
- Resource constraints contradiction. The White Paper refers to the amount of Chinas per capita energy resources in the world at a lower level , per capita consumption of coal, oil and natural gas is only 67 percent of the world average , 5.4 % and 7.5% . Although in recent years, Chinas energy consumption is growing rapidly , but the level of per capita energy consumption is only one-third of the average level of developed countries . With the economic and social development and peoples living standards improve , future energy consumption will grow substantially.
- Energy efficiency needs to be improved . The White Paper refers to Chinese energy consumption per unit of GDP is not only much higher than in developed countries , but also higher than the number of newly industrialized countries . Energy -intensive industries , backward technology , and the second is the high energy-consuming industries, especially the proportion of industrial energy consumption is too high , steel, nonferrous metals, chemicals , building materials and energy-intensive industries by four to account for the whole of society with about 40% of energy .
- Increasing pressure on the environment . The White Paper refers to fossil energy, especially large-scale development and utilization of coal , Chinas ecological environment had a serious impact . Quite a long time in the future , fossil fuels still dominant position in the energy structure , China to protect the ecological environment , increasing pressure to address climate change , an urgent need for green energy transformation .
- Institutional mechanisms need of reform . The White Paper refers to the mechanism of Chinas energy system deep-seated contradictions continue to accumulate , the price mechanism is not perfect, the industry still weak management , energy, universal service needs to be improved , the institutional mechanisms to promote restraint has become a serious obstacle to the development of energy science .
The White Paper pointed out that these problems facing the development of Chinas energy is energy from the international competition , Chinese productivity levels and stage of development decisions , but also with irrational industrial structure and energy structure , energy development and utilization of extensive, relevant institutional reform lags are closely related.
The White Paper stressed that China will vigorously promote energy production and use patterns change, and constantly improve the policy system, efforts to achieve energy and economic , social and ecological comprehensive, coordinated and sustainable development.
